New York HFC Ban Now in Effect: Industry Impacts
by HVAC Distributors January 10, 2025The New York State Department of Environmental Conservation (DEC) has finalized a number of regulations that put restrictions on the refrigerants and refrigerant-bearing equipment allowed to be sold in New York. These regulations and phase-out requirements went into effect on January 9, 2025.
Important Changes to Note:
- Refrigerants with a GWP100 of 2200 or greater are affected by these new regulations.
- R422B has a GWP100 of 2526.
- HVAC Distributors will no longer sell R422B in the state of New York as of January 9, 2025.
- Although R422B will no longer be sold in New York, R22 will still be available at our New York locations.

- What is GWP100?
- This is generally referred to as “GWP” (Global Warming Potential).
- The New York DEC uses two different methods to calculate the Global Warming Potential.
- One is the generally accepted “GWP,” which they call “GWP100.”
- Another is a separate calculation resulting in a different number, which they call “GWP20.”
- As an example, the “GWP100” (GWP) for R32 is 675, and the “GWP20” for R32 is 2530.
- Is R410A affected?
- Yes. It’s covered in the new regulations, and the GWP100 is 2088.
- The ban on refrigerants with a GWP100 between 1500 and 2200 takes effect January 1, 2030.
- Is R32 affected?
- Yes. It’s covered in the new regulations, and the GWP100 is 675, and GWP20 is 2530.
- The ban on refrigerants with a GWP100 less than 750, and a GWP20 over 1600 takes effect January 1, 2040.
- Is R22 affected?
- Yes. It’s covered in the new regulations, and the GWP100 is 1810.
- The ban on refrigerants with a GWP100 between 1500 and 2200 takes effect January 1, 2030.
